Did Ambassadors Learn Local Ciphers?

I have seen examples that suggests ambassadors employed ciphers commonly used at the place of their residence. Although I have not found any concrete evidence of the local influence, I collected such examples in a new article, "Do Ciphering in Rome as the Romans Do".
