Possibly Manual Solution of a Very Short Numerical Ciphertext: Ormonde-Maltravers Cipher (1634-1635)

While Daniel Bourdeau is known to have solved many ciphers by using AI, his simulated-annealing homophonic solver didn't work for Ormonde-Maltravers Cipher (1634-1635). The ciphertext looks too short for ordinary algorithmic analysis. His solution seems more like human ingenuity. It can be seen as an interesting example of good old codebreaking. (Github records are difficult for me to decipher, and I don't know how far he was helped by AI in this.)
